Out-of-State Individuals

Federal law and Washington State regulations impose specific restrictions on firearm transfers to non-residents. Understanding these requirements is essential before attempting to purchase or transfer firearms.

Handgun Restrictions

Handguns cannot be transferred to non-Washington residents. Federal law (18 U.S.C. § 922(b)(3)) prohibits FFLs from transferring handguns to residents of states other than the state where the FFL is located.

  • You must be a Washington State resident to purchase handguns from Arsenal Armory
  • Handguns must be transferred to an FFL in your home state
  • We can ship handguns to another FFL in your state for transfer

Long Gun Transfers

Long guns (rifles and shotguns) may be transferred to out-of-state residents if the transfer complies with the laws of both Washington State and your home state.

  • You must be legally eligible to purchase in your home state
  • The firearm must be legal in both states
  • You must present valid government-issued ID from your state of residence
  • We will conduct a NICS background check
  • Washington State waiting periods apply (see waiting periods by state)

NFA Items

NFA items (suppressors, SBRs, machine guns, etc.) must be transferred to an FFL in your home state. We cannot transfer NFA items directly to out-of-state individuals.

  • NFA items require ATF Form 4 approval
  • Transfer must go through an FFL in your state
  • We can ship to your home state FFL after Form 3 approval (dealer-to-dealer)

Identification Requirements

Out-of-state residents must present:

  • Valid government-issued photo ID from your state of residence
  • ID must be unexpired
  • Additional proof of identity may be requested

Out-of-State Businesses & FFLs

Arsenal Armory works with Federal Firearms Licensees and businesses from other states for dealer-to-dealer transfers, wholesale transactions, and special orders.

FFL-to-FFL Transfers

We can transfer firearms to other licensed dealers across state lines:

  • Standard Title I firearms (handguns, rifles, shotguns)
  • NFA items via ATF Form 3 (tax-exempt dealer transfers)
  • Manufactured firearms and custom builds
  • Wholesale orders and volume purchases

Requirements

  • Valid, current Federal Firearms License (we verify through ATF FFL eZ Check)
  • License must not be expired or revoked
  • Business address must match license
  • Authorized representative must sign for transfers
  • Send signed copy of your FFL to: ffl@arsenalarmory.com

Shipping & Logistics

We ship firearms to other FFLs via:

  • UPS or FedEx (for long guns)
  • USPS (for handguns, FFL to FFL only)
  • Common carriers with proper documentation
  • All shipments include required ATF forms and documentation

NFA Dealer Transfers

As a Class 02 SOT manufacturer, we can transfer NFA items to other qualified SOT dealers on a tax-exempt basis using ATF Form 3:

  • Both parties must hold current SOT status
  • Form 3 must be approved before transfer
  • Transfer is tax-exempt (no $200 stamp required)
  • Typical Form 3 approval: 2-4 weeks

State-Specific Considerations

Each state has unique firearm laws and regulations. Before attempting a transfer, ensure compliance with your home state's requirements.

Waiting Periods

Waiting periods vary significantly by state. While Washington requires 10 days for all firearms, your home state may have different requirements. See our waiting periods by state chart for detailed information.

Prohibited Firearms

Some states prohibit certain types of firearms or features:

  • Assault weapon bans (various states)
  • Magazine capacity restrictions
  • Feature restrictions (pistol grips, flash suppressors, etc.)
  • State-specific NFA item restrictions

It is your responsibility to ensure the firearm is legal in your state.

Background Check Requirements

While we conduct a NICS check for all transfers, some states require additional background checks or permits:

  • State-specific background check systems
  • Permit-to-purchase requirements
  • Firearm owner identification cards
  • Additional waiting periods beyond federal requirements
