FFL-to-FFL Transfers

Arsenal Armory works with other Federal Firearms Licensees for dealer-to-dealer transfers, wholesale transactions, and special orders.

Requirements for FFL Transfers

  • Valid, current FFL license (we verify through ATF FFL eZ Check)
  • License must not be expired or revoked
  • Business address must match license
  • Authorized representative must sign for transfers

How to Send Us Your FFL

To establish a transfer relationship, send a signed copy of your current FFL to:

We will verify your license and add you to our approved FFL database. Future transfers can proceed without re-submitting your license (until expiration).

Special Occupational Taxpayer (SOT) Transfers

As a Class 02 SOT (manufacturer), Arsenal Armory can transfer NFA items to other qualified SOT dealers and manufacturers on a tax-exempt basis.

SOT Classifications

Class 01 SOT

Importer of NFA firearms (requires Type 08 or 11 FFL)

Class 02 SOT

Manufacturer of NFA firearms (requires Type 07 or 10 FFL)

Arsenal Armory holds this classification.

Class 03 SOT

Dealer in NFA firearms (requires Type 01, 02, 07, 08, 09, 10, or 11 FFL)

Tax-Exempt Transfers (Form 3)

NFA items may be transferred between qualified SOT dealers/manufacturers on ATF Form 3 without payment of the $200 transfer tax. Requirements:

  • Both parties must hold current SOT status
  • Transfer must be for lawful business purposes
  • Form 3 must be approved before transfer
  • Item must be properly logged in both A&D books

Law Enforcement Agency Sales

Arsenal Armory provides firearms, NFA items, and services to federal, state, and local law enforcement agencies.

Required Documentation

Law enforcement agency purchases require proper authorization and documentation:

  • Agency Letterhead Request: Letter on official letterhead authorizing the purchase, signed by chief/sheriff or authorized procurement officer
  • Purchase Order: Official agency P.O. number (if applicable)
  • Authorized Personnel List: Names and badge numbers of officers authorized to receive items
  • Agency Tax Exemption: State sales tax exemption certificate (if applicable)

NFA Items for Law Enforcement

Law enforcement agencies may acquire NFA items, including post-1986 machine guns, through the following process:

  1. Agency submits request on official letterhead
  2. We prepare ATF Form 5 (for government entities) or Form 4 (for individual officer assignment)
  3. Chief Law Enforcement Officer certification
  4. ATF approval (typically faster than civilian transfers)
  5. Transfer to agency upon approval

Demo/Sample Letters

To transfer post-1986 machine guns or other restricted items to Arsenal Armory for law enforcement demonstration/sales, we require a law enforcement demo letter from an authorized agency indicating intent to evaluate the item for potential purchase.

Trusts and Legal Entities

Firearms, including NFA items, may be purchased through legal entities such as trusts, corporations, and LLCs.

Gun Trusts

A gun trust (also called NFA trust or firearms trust) is a legal entity specifically designed to acquire, possess, and transfer firearms.

Benefits of a Gun Trust

  • Multiple trustees can legally possess trust firearms
  • Simplified estate planning and inheritance
  • Avoids probate for firearms transfers
  • Can outlive the original grantor

Requirements for Trust Purchases

  • Complete, signed trust document
  • Schedule of beneficiaries and trustees
  • ATF Form 4 (for NFA items) or 4473 (for standard firearms)
  • All responsible persons must submit photos and fingerprints (NFA only)
  • EIN for the trust (recommended)

Corporate/LLC Purchases

Corporations and LLCs may purchase firearms for legitimate business purposes.

  • Articles of Incorporation/Organization
  • Corporate resolution authorizing firearms purchases
  • EIN documentation
  • Identification of all responsible persons (NFA purchases)
  • Photos and fingerprints for all responsible persons (NFA purchases)

Definition of "Responsible Person"

For NFA purposes, a responsible person includes anyone who has the power to direct the management and policies of the trust or entity, including:

  • Settlors/grantors of trusts
  • Trustees
  • Beneficiaries with possessory rights
  • Corporate officers and directors
  • LLC members and managers
  • Partners in partnerships
